Is there a Chinese Loan?

The Federal government has a messaging problem that complicates the very simple things. The Media guys to Mr President confuse the narrative, leading to misinformation….
Let’s look at the Chinese trip…the optics show a very successful trip with investment flows coming to Nigeria, however look closer.
1. In December 2015, President Muhammadu Buhari was in South Africa to participate in the Forum on China/Africa Cooperation (FOCAC). Garba Shehu, The SSA on media released a statement saying “President Buhari had indicated to Jinping at the bilateral meeting in New York that he wanted China to re-commence the stalled rail projects under new terms that would see China providing nearly all the financing required. The Chinese leader had informed Buhari of the willingness of his country to finance the whole project through a special loan agreement, Shehu said….
For emphasis “Special Loan Agreement”…. so Nigeria sought a loan from China, as far back as November 2015…
2. In April 13th 2016, Minister of Foreign Affairs Geoffrey Onyeama told reporters that China has offered Nigeria a $6 billion loan to fund infrastructure projects, I quote the Minister. The Minister said “a credit that is on the table as soon as we identify the projects, it won’t need an agreement to be signed; it is just to identify the projects and we access it.”
So in April 2016, the financing request made by President Buhari was approved…
3. April 17th Special Adviser to the President on Media and Publicity, Mr Femi Adesina said President Buhari did not go to China to negotiate for any loan. Adesina said the issue of loan was not addressed during Buhari’s stay in China.

So who are we to believe? Shehu Sani said the President wants a financing deal, the Chinese offered a loan, the Presidents Minister of Foreign Affairs says a $6b loan was approved, Femi Adesina says not only was there no loan, the issue of a loan was not even addressed.
Like seriously?
