In 2016, He presented a budget and went to sleep. The 2016 budget proposal was not posted online on the FGN Budget Office website. During this “dark period”of zero information, the Budget got padded…
The padding of the budget is really simple and sinister, the totals are left as they are but line by line figures are moved around, so that a “padder” can take N1b from say Ministry of Health budget for vaccines and transfer to his pet project to supply Motorcycles to his village, (supervised by him of course). This can happen because there is no “reference” copy of the original budget posted online..
The President has submitted the 2017 budget to the National Assembly….again he is making the same mistake by not posting his own 2017 budget proposal on his Budget Office website as was the practice in the past.
In this “dark” information phase, its again possible to substitute the Presidents 2017 budget details and swap around figures, this is only possible because there is no copy of the budget on the Budget Office Website.
