What If The FGN Organised The Access Bank Marathon?

If the Federal Government organised the Access bank Lagos Marathon, how would it go?
First off; The marathon must be constitutional.
The Constitution under Federal Character principle mandates “Proportional Representation” of States. Thus Federal Government will insist the organizers called for runners to submit applications for running license based on their State of Origin.

Next, the organizers must seek approval and pay tax to run on State Government owned land. Remember under Land Use Act, the Governor holds private land in trust, and must personally sign Certificates of Occupancy leasing land back to the people. So before any marathon, The Executive Governor must sign the Certificate of Marathon, running taxes must be paid to boost IGR and Certificates of Running issued.
Next we must breed national unity….
We cannot have only Lagos State organizing marathon when there are 36 other states, that will kill national unity. So this marathon cannot only be held in one region, thus organizers must hold marathons in all States of the Federation..remember National Unity.
Next we must have cutoff and quota distances.
Runners from Lagos State who live in running disadvantaged states below sea level cannot compete with runners from Plateau who live are above sea level. Thus Lagos runners will run the same marathon for one week while Plateau State indigenous folks have a one hour complete it. This is to ensure all catchment areas are represented.
 Remember Women cannot run same Marathon as men
Important to remember women cannot have same rights as men thus they participate in all marathons.  in some some states, laws have been passed banning women and girls above 13 from running in Marathons.
Prize Money must be shared
Who ever wins the marathon by hard work must share his prize money.
So If the prize for first place is $100,000, and a runner from Borno wins…the Borno runner only gets $13,000 as derivation. The runner from Rivers State who came last must also share out of the remaining $87,000 under principle of Minimum Responsibility to Runners.
Rotation Principle should be Obeyed 
Finally winners of the race must obey Principe of rotation. If a Muslim runner from Borno wins in 2017…then a Christian runner from the South must win in 2018. This is also to  promote national unity which is very important.
So in summary the marathon must obey formal legal principles of
1. Federal Character
2.Land Use Act
3. Cutt Off and Quotas for performance
4. Derivation Principle in FAAC
5. Child Right & Gender Equality Bill
6..Rotational Presidency.
Once these principles are applied, organizers  will see a much better marathon. Its these same principles that will take Nigeria to become on of the top 20 economies in the world by 2020.
