Who Would Import and Abandon Helicopters?

The Nigerian Customs service had announced during the week the donation of “abandoned” helicopters to the Nigerian Airforce, see statement below…

“The unknown importer (of helicopters) could not produce end user certificate from the office of the National Security Adviser ( NSA) an act which contravenes section 36 sub section two Customs and Excise Management Act (CEMA) laws of the federation of Nigeria  2004. Consequently seizure ( of helicopters) was effected on November 7, 2016 in line with section 46 of CEMA.”

It struck me as unusual….who will pay for helicopters and abandon them?..then the Nigerian Customs said they are donating the helicopters…..

Ok

So i saw these documents…..and from them its clear

1. The helicopters were bought and imported by Rivers State, specifically by the past Governor Rt Hon Rotimi Amaechi….

2. Helicopter were imported on waivers which expired……The new Rivers State Government asked for a waiver to clear the helicopters…..apparently it was not given.

3. Rivers States then “donated” the Helicopters to the Nigerian Airforce…..the NSA acknowledged….

So what is there to gain by saying they were abandoned etc etc?
